Strategic planning and management of national development processes in Latvia
2009
Thanks to achieved productive collaboration of the highest level government institutions with the academic community experts, a national strategic planning system is shaping that is very significant for further development of Latvia. General principles of the system have been approved by the Law on Development Planning System. The conceptual document A Growth Model for Latvia: People First defines a knowledge‐based human‐centred development scenario. The National Development Plan has been approved as a mid‐term programme for implementation of the Model. To monitor progress towards the goal an integrated quantified quality of life index was developed; the index includes priorities essential …
Land-sea interactions: case studies from the Baltic Sea Region
2021
Research background: Nowadays, mainstream discussions on maritime spatial planning (MSP) are tightly intertwined with the discourse on governance for land-sea interactions or interface (LSI), using multi-scalar and cross-sectoral governance systems. At the same time, principles with legal rank need to be respected and applied in both MSP and LSI and their respective governance structures while putting coastal communities at the centre and taking into consideration the process of “maritimisation.” In combination, these factors contribute to augmenting the pressure of competing uses both on land and sea in the frame of the Blue Economy. As an exemplary forerunner in the field of MSP, the Balt…
Factor Analysis of Passengers’ Satisfaction at “RIGA International Airport”
2015
Abstract The aim of the paper is to determine complex factors influencing passengers’ satisfaction at RIGA International Airport (Latvia). Theoretical evidence was examined and factor analysis was carried out to identify the main groups of factors affecting passengers’ satisfaction at the Airport. The findings of the study show that the most important five factors affecting it are: (1) availability of telecommunications, (2) effective way finding signs, (3) cleanliness of restrooms, (4) courtesy of staff and (5) availability of staff. The results based on this study will help airport managers in the Baltic Sea region to better serve their passengers through introduction of modern technologi…
The genetic prehistory of the Baltic Sea region
2018
Correction: Nature communications 9 (2018), art. no. 1494 doi:10.1038/s41467-018-03872-y While the series of events that shaped the transition between foraging societies and food producers are well described for Central and Southern Europe, genetic evidence from Northern Europe surrounding the Baltic Sea is still sparse. Here, we report genome-wide DNA data from 38 ancient North Europeans ranging from similar to 9500 to 2200 years before present. Our analysis provides genetic evidence that hunter-gatherers settled Scandinavia via two routes. We reveal that the first Scandinavian farmers derive their ancestry from Anatolia 1000 years earlier than previously demonstrated. The range of Mesolit…
‘Experimental Union’ and Baltic Sea cooperation: the case of the European Union’s Strategy for the Baltic Sea Region (EUSBSR)
2018
In the past, Baltic Sea cooperation has been characterized by a plethora of actors, embracing a wide range of policy objectives, such as the establishment of a good environmental status for the regional sea. In 2009, the European Council endorsed the European Union’s (EU) Strategy for the Baltic Sea Region (EUSBSR) as a new tool in the repertoire of Cohesion Policy and European Territorial Cooperation (ETC). The EUSBSR seeks to foster cross-sectoral coordination and functional cooperation in policy areas of ‘macro-region-level’ relevance, such as transport infrastructure, economic development and environmental protection – thus projecting a ‘soft space’ of transnational Baltic Sea cooperati…

Precipitation pattern in the Baltic countries under the influence of large-scale atmospheric circulation and local landscape factors
2010
The main objectives of the study are to analyse the mean precipitation pattern in the Baltic countries (Estonia, Latvia, Lithuania) and the influence of local landscape factors on it, to derive a regionalization, i.e. select regions having coherent fluctuations in precipitation, and to analyse relationships between precipitation and characteristics of the large-scale atmospheric circulation. Monthly precipitation data from 123 stations in the Baltic countries from 1966 to 2005 are analysed in relation to 52 landscape variables and 13 circulation variables. The landscape variables characterize landscape around the meteorological stations: land cover, land surface elevation, distance from the…
